The Senate is discussing a bill these days that, broadly, introduces three modifications to Law No. 21,805, which recognizes the right to care and creates the National System of Supports and Care: extend the deadlines for issuing regulations; reduce the requirements for a program to be part of the System; and transfer the Secretariat of Supports and Care from the Undersecretariat of Social Evaluation to the Undersecretariat of Social Services. The latter change, presented as an administrative adjustment, is actually a substantive definition: what we understand by the National System of Supports and Care and what kind of State we need to face the care crisis. Chile is experiencing a profound demographic transformation. By 2050, almost a third of the population will be over 60 years old; the birth rate continues to decline; and 1.5 million adults are already in a situation of dependency. With the increasing participation of women in the workforce, the availability of unpaid care also decreases. The result is well known: more people need support and fewer people are available to provide it. This is the care crisis, one of the most urgent social issues of the 21st century. 2,726 rapes, 195 deprivation of liberty, 78 intentional homicides, and 21 femicides were recorded by the Attorney General's Office between June 1, 2025, and May 31, 2026. These crimes of greater social impact are part of a total of 10,442 cases counted in the most recent official statistics. Additionally, during the same period, 4,796 thefts and robberies, 1,806 drug-related crimes, 438 extortions, 248 vehicle thefts or robberies, 81 cases of illegal human trafficking, and 74 cases of human trafficking were reported, while no kidnappings were recorded. Comparing these figures with those of the previous annual cycle — June 2024 to May 2025 — a significant decrease in crimes of greater social impact is observed.
