The true innovation of 1776 was not the proclamation of independence, but rather changing the very origin of political legitimacy: for the first time, it was established as a foundation of a modern State that governments did not derive their authority from God, inheritance, or conquest, but from the consent of the governed. In their declaration on July 4, 1776, the revolutionaries affirmed in Philadelphia that “all men are created equal,” and that it is they who “give their consent” to authorities to protect their “inalienable right to life, liberty, and the pursuit of happiness.” It is worth remembering, however, the context of the time.
