The Government appointed a new official to a key area of Human Capital

Javier Milei and Sandra Pettovello signed the decree that appointed Natalia Recio as Undersecretary of Family Policies (REUTERS)The national government formalized two appointments in strategic areas of the public administration, with changes in the Undersecretariat of Family Policies of the Ministry of Human Capital and in the Management Communication Unit of the Chief of Ministers' Cabinet Office. The measures were ordered by decrees signed on October 23 and published this Monday, October 26, in the Official Gazette. Through Decree 1262/2026, President Javier Milei accepted the resignation of Arnoldo Ariel Scherrer Vivas as Undersecretary of Family Policies and appointed Natalia Alejandra Recio in his place. The change took effect on October 22, four days before the publication of the rule. In parallel, Decree 1265/2026 made official the appointment of Dr. Arturo Alejandro Stanic as operational coordinator of the Management Communication Unit of the Chief of Ministers' Cabinet Office. The position carries the rank and hierarchy of undersecretary, is outside the career civil service, and his appointment has been in effect since October 7. The changes have different effective dates. While Recio assumed office on October 22, the date on which her predecessor's resignation took effect, Stanic's appointment began on October 7. Both provisions order their communication, publication, registration with the National Directorate of the Official Registry, and subsequent archiving. Arnoldo Ariel Scherrer Vivas resigned from the Undersecretariat of Family Policies In this context, the government thanked Scherrer Vivas for the work carried out during his tenure, without specifying the reasons for the resignation or reporting who had proposed the new official. From that date, Natalia Alejandra Recio was appointed to the position. The text does not detail the reasons for Scherrer Vivas's resignation nor set the duration of the tenure of his successor. Before arriving at Family Policies, Recio served as Undersecretary of Administrative Management for Children, Adolescence, and Family, a position to which she had been appointed in May 2025. She also received, in July of this year, a temporary assignment as Director of Technical Articulation and Administrative Processes of the Ministry of Human Capital. In July 2026, in addition, the Ministry of Human Capital assigned her on a temporary basis the functions of Director of Technical Articulation and Administrative Processes, an area under the Undersecretariat of Administrative Management. Recio is on the permanent staff of the Secretariat of Tourism and Environment of the Chief of Ministers' Cabinet Office. On the other hand, in Decree 1265/2026, the Executive appointed Arturo Alejandro Stanic as operational coordinator of the Management Communication Unit of the Chief of Ministers' Cabinet Office, headed by Diego César Santilli. The appointment is effective from October 7 and corresponds to a position outside the career civil service with the rank and hierarchy of undersecretary. The unit reports directly to the Chief of Ministers' Cabinet Office and was created in 2022. The decree states that filling the position does not imply an allocation of extraordinary resources; the expense will be covered by the Cabinet Office's budget lines. Stanic is a lawyer and was politically active in Vicente López. In 2005 he was a candidate for city councilor for the Front for Victory and had collaborated with the Axel Blumberg Foundation for the Life of Our Children. In February 2026 he participated, as vice president of the Argentine-Bangladeshi Chamber of Commerce and Industries, in a virtual event on bilateral trade, technological cooperation, and investments. His appointment to the Cabinet Office marks his incorporation into the national administration in a position with the rank of undersecretary.
