As part of the 1944 Water Treaty and binational cooperation with the United States, Mexico completed the first year of the 37-delivery water cycle of the Rio Grande. The Ministry of Foreign Affairs (SRE) stated that the country has acted "responsibly to meet its international commitments, without putting at risk the human right to water, the consumption of communities, or food production, particularly in the border region." It noted that in a context of extreme drought affecting water availability in the region, the Mexican government coordinated interinstitutional efforts in order to comply with the minimum annual volume set out in the joint strategies announced on February 3, 2026.
"These actions reaffirm Mexico's commitment to compliance with the 1944 Water Treaty and binational cooperation, based on the availability of the resource and the hydrological conditions of the basin," said the department headed by Foreign Secretary Roberto Velasco.
It reiterated that access to water is a fundamental human right and a priority for the Mexican government, led by President Claudia Sheinbaum, "which is why its management must guarantee the well-being of the population and the continuity of essential activities."
It asserted that both countries maintain technical coordination aimed at strengthening the management of shared water resources and developing predictable and sustainable solutions in the face of the effects of extreme drought.
The Mexican government reiterated its willingness to continue working with the United States to ensure compliance with the 1944 Water Treaty, "for mutual benefit and with full respect for national water sovereignty, the human right to water, and the interests of Mexican communities."
Mexico's ambassador to the United States, Roberto Lazzeri, said that "despite these challenges," our country has fulfilled its commitment to water deliveries.
"This progress demonstrates what our two countries can achieve when they work together. We will continue building on these results to strengthen our cooperation," he wrote via social media.
