Senate Democrats unveil new plans for strengthening Medicare
Led by Sen. Ron Wyden (R-Ore.), ranking member of the Senate Finance Committee, Senate Democrats on Friday published their aims of revamping the long-term care system in the U. S., encompassing both home care and nursing homes. In a request for information (RFI), Wyden stated, “It has been decades since Congress enacted a comprehensive, system-level investment in long-term care infrastructure and financing. And a system-level investment is what is needed.”
The document serves as something of a blueprint for what Democrats hope to achieve in the Medicare space if they reclaim Congress in the upcoming midterms. At the top of their list is the goal of making long-term care universally available to all Americans.
“Throughout 95 listening sessions, Senate Democrats heard repeatedly about the importance of establishing universal coverage for LTC. Democrats’ goal is to make sure that the LTC system serves all people across age and disability, and across diagnoses, functional needs, and life stages,” the RFI read. According to the Federal Long Term Care Insurance Program, the national average cost of a semi-private room in a nursing home was $112,4201 in 2025.
Wyden’s RFI noted that many families “spend down” to qualify for Medicaid Home and Community-Based Services, essentially spending income that rises above a certain threshold on healthcare costs in order to qualify for these benefits.
“Senate Democrats are determined to deliver an equitable and affordable home care guarantee for all Americans in need, improve the quality of long-term care across the board, and make sure there are workers in good jobs to meet that need,” Wyden said in a statement.
“That starts by hearing from all corners of the country on the ideas put forward in this document. I look forward to creative, robust and thorough responses that put Americans who need long-term care at the center.”
