The family advocacy NGO proposes the state seeding an investment fund with 5,000 euros for every newborn in Finland. The catch, however, is that the money could not be cashed out until that baby grows up and has children of their own, meaning the initial investment would have time to grow over 20-30 years. The federation says it estimates that this approach could lead to 15,000 more births per year. They argue that the financial incentive would encourage people to start families at a younger age, including those who are low-income. Many delay starting families due to financial insecurity, and according to the federation, this type of fund would signal Finland's commitment to children and future generations.
