"Part of the former congressman's strategy was to create massive disconnections within the municipality to place people of his exclusive trust who could provide him with all the information he needed, both from officials and from voters in the area," he stated. Silva also explained that during the formalization hearing—which culminated in Lavín León's pre-trial detention—they sought to demonstrate how the alleged influence peddling operated, pointing to a drastic decline in the oversight work carried out by Lavín León once Cathy Barriga assumed the mayorship. "We showed the curve of oversight requests, how they plummeted, almost by 80%, from the period of Christian Vittori, when he was mayor of Maipú, to the period of former mayor Barriga," he said. He also argued that "why did Lavín stop overseeing? Because he had a direct line; he no longer needed to use any regular channels to obtain the information he required," accusing him of "commercializing the information he obtained from the municipality." The lawyer also addressed the role of the MMG printing company, stating that "the congressman Lavín had committed to the owner of MMG that he would be hired as the municipality's supplier."
